UTF8 Conversion Functions (ITS#916) - Followup

Regarding ITS #916 - Suggestion to add UTF-8 to Wide Char or Multibyte conversion routines.

I added documentation to the previous submissions and cleaned up a bit.
Updated files FTP'd to /incoming directory.
